Time series data form inputs to the ESPON Database, at spatial scales including NUTS0, NUTS1, NUTS2 and NUTS3. Series are often incomplete at the lower levels in the NUTS hierarchy. The task is to impute the missing values, and ensure the spatial coherence of the estimates. A methodology is presented for data imputation based on an autoregressive model which is fitted to the existing data, and used to impute the missing values, using a Bayesian approach. The spatial coherence of the results is also ensured. The metholodgy has been implemented using the R language, and tested on typical short-run time series for NUTS0, NUTS1, NUTS2 and NUTS3 regions. R and JAGS code to operationalise the methodology is presented in this report, and a suitable workflow is outlined. |

Description |
This technical report details the methodology that has been developed within ESPON M4D in order to combine and integrate in a single database data from heterogeneous sources, so that they can be queried to obtain valuable results. Data are integrated through a Reference Grid structure, at 1 km2 resolution or 100 m2 in the case of the urban data. This method has resulted in the production of different ESPON OLAP Cubes, at European, Urban and Neighbourhood levels. An ESPON OLAP webtool has been produced to facilitate querying the OLAP Cubes and get maps and charts in a swift way. |

The outcome of this report is a targeted review of existing outlier-detection tools in the field of statistics, data mining and spatial analysis, and an examination how they can assist in the detection of errors/outliers in the ESPON Database for improved quality control. This methodological review has a clear focus on spatial analysis with respect to outlier-detection; and is complemented by worked examples on an ESPON-type data set, where chosen techniques are demonstrated. Worked examples are coded using open-source software so that the applied techniques are easily transferable. Updating and improving the methods : for naming UMZ: Generic methods have been elaborated for improving the computation of population starting from grids, for assigning names to UMZ and for checking the validity of the assigned names according to different urban databases. 2. Elaborating the UMZ-LAU2 dictionary of correspondence: In order to populate UMZ database with LAU2 databases, a generic method for adjusting urban objects to local administrative units has been elaborated. 3. Populating UMZ with SIRE database: A generic method has been constructed for allocating LAU2 indicators into UMZ objects. Different SIRE indicators have been expertised, regarding completeness and robustness criteria. Results are presented for age structure. |

Stakes: Significant progress has been achieved recently about the construction of FUA defined from commuting flows. However, several questions remain about the comparability of such urban objects, due to the strong heterogeneity of LAU2 size and of settlement contexts? Methodology: This report aims at assessing the feasibility of another method based on accessibility isochrones (including speed parameters) and to question the complementarity between both methods used for defining FUA? Results: For a set of about 10 large cities, urban isochrones perimeters are constructed from different congestion models focusing on road trips. They raise new questions when compared to FUA constructed from commuting flows. |

ESPON should proceed like OECD and build an original hierarchy of territorial unit. This new hierarchy would not replace the current official definition of Eurostat (NUTS) that is still relevant when works are produced for subjects related to EU regulations like structural funds. But this new hierarchy could be used for strategic planning and more generally work on territorial agenda and cohesion. We propose to generate a coherent hierarchy of functional divisions with 5 levels quoted FUNC1
FUNC5 where we use the best compromise between conceptual coherence and minimization of cost for collection of data. Starting from a reference level FUNC3 (which could be equivalent to the current NUTS2/3) we focus the analysis of the creation of the level FUNC4 (which is the area of daily activity based on mixture of NUTS3/LAU1) and present more briefly the other levels. |
