Indicator is taken out of the Regional Innovation Scoreboard (RIS), where it is calculated based on the Community Innovation Survey by Eurostat. It depicts the number of SMEs with in house innovation activities. Such SMEs are those which have introduced a new product or new process either in-house or in combination with other firms. It is limited to SMEs because almost all firms innovate. In the RIS the values are normalised between 0 and 1 as a basis for index building.
