Digital maturity mainly attains to the extent to which public administrations embrace new digital technologies and deliver innovative public services. It considers the distinction between mature and emerging technologies, acknowledging that the latter play a relevant role in describing the extent to which the public authority is challenged while developing new services. Digital maturity assesses the level of digitalisation of the public authority, intended not only as a shift toward digital technologies, but also encompassing the related organisational change.
