Send-receive balance
It tests whether regions are specialised ‘senders’ or ‘receivers’ or whether they have balanced ratio of incoming and outgoing flows.
This is relevant because, considering that there are arguably different implications in consistently sending a large cohort of students abroad or receiving a large set of foreign students, policy arguments in favour of specialization or balance can be considered for different situations.
The theoretical values vary between 1 (only sending students) and -1 (only receiving students).
