Weighted Intensity (outflows)

looks at intensity in relation to the total student population of the region, a reasonable standardizing proxy for the estimated capacity of the region as sender.

While INTENSITY helps build absolute hierarchies and rank-size tables, the relative performance of each region compared to others should use this indicator, for example to assess their internationalization capacity.
