Indicator: Erasmus regional interregional balance (outflows)

Interregional balance (outflows) assesses the level of dominance vs. decentralisation of a region within its country. Some regions capture a vast majority of their national flows, and some countries exhibit a decentralized regional pattern.

This is relevant for policy and there can be arguments on the desirability to distribute capacity throughout regions or invest more in a 'national champion' region.

Considering that a share of T has a different meaning depending on the relative size of regions in a country, the share of regional to national flows is divided by the share of regional to national student population. Values above 1 indicate regions dominating above their size, values below 1 suggest regions lagging behind.
