Indicator: Erasmus regional network selectivity (outlows)

Network selectivity (outflows) measures how much a sending region is reliant on a single preferred region as destination. This is important because unexpected events or priority changes in the destination may greatly affect the outgoing flows of a region, if the region has a large focus on that destination.
