Methodology

Turning points are identified for each territorial unit, enabling the date at which an economy recovered to pre-crisis peak activity levels to be identified. Territories that did not experience a downturn 'resisted' (RS) the crisis, those that recovered to pre-peak levels 'recovered' (RC), those that have not recovered are divided into those that have begun recovery (NR1) and those still experiencing decline (NR2).
