Regional classification on the level of FI investment in final recipients 2007-2013.
FI Investment larger than 10% of total ERDF+ESF is classified as 'High uptake'
FI Investment less than 10% of total ERDF+ESF is classified as 'Low uptake'
Zero investment in a eligible region is classified as 'No uptake'
