EXTERNAL INFLUENCE measures the same as NETWORK SELECTIVITY but from the perspective of the citing regions. It asks how much of the cites received by the region exporting the knowledge flow contributes to the incoming cites in the destination regions. The policy relevance is, as above, related to the potential relation of dependency between regions. Note that the value of one of these two variables in the regions of origin (cited) corresponds to the value of the other in the destination regions (citing).
