Indicator: Patents regional send-receive balance (outflows)

The SEND-RECEIVE BALANCE tests whether regions are specialised in terms of outflows and inflows of patent cites, or whether they have balanced incoming and outgoing flows. Policy arguments in favour of specialization or balance can be made, depending on the region's broader policy priorities.
