INTERREGIONAL BALANCE assesses the level of dominance vs. decentralisation of a region within its country. Some regions capture a vast majority of the flows in their country, some countries have a very decentralised pattern. This is relevant for policy and there can be arguments on the desirability to distribute capacity throughout regions or invest more in a 'national champion' region.
